History

The aftermath of the deadly tsunami in 2004 that hit Sri Lanka and other countries in the region including India, Indonesia and Thailand called for massive disaster relief efforts from both local government and international aid agencies. Sahana, Disaster Management System saw its conception as a tool to manage this effort. It was initially deployed by the Sri Lankan government's Center of National Operations (CNO), which included the Center of Humanitarian Agencies (CHA).

2004 Tsunami

On December 26, 2004, a massive earthquake occurred under the Indian Ocean just off the coast of Indonesia. The 9.0 magnitude quake created a series of tsunamis that caused great destruction and loss of life throughout the Indian Ocean basin, within several hours of the initial event. In Sri Lanka tsunami claimed the lives of 30,000 people, injuring over 15,000 and displacing over 800,000 persons.

The Sahana Project

The system was developed by volunteers of Lanka Linux User Group(LKLUG), National Universities, Corporate IT sector, Lanka Software Foundation (LSF) and the IT community of Sri Lanka under the patronage of the Centre for National Operations of the Presidential Secretariat.

Based on the success of this initial application and the requirement to handle large-scale disasters of varied nature, Swedish International Development Agency (SIDA) funded a second phase through Lanka Software Foundation (LSF) to generalize the application for global use.  As of now the Sahana system has been customized and deployed for real-time disaster management effortsall over the world. Localizing system into different languages is also an ongoing effort.

Respere Motivation

When a disaster hits it requires immediate emergency response in order to reduce human casualties. In real disaster management operations considerable amount of time, effort and investment is taken up by having to bring together a technologically savvy team of people who can deploy these disaster management systems and also having to set up prerequisite hardware and software infrastructure to install and run these systems. The shear infrastructure cost on both equipment and human resources often discourages the use of  emergency management systems that otherwise could have played a pivotal role in effective and efficient response and recovery efforts.

In an effort to improve the user experience and reduce deployment and maintenance overheads of relief organizations, Respere Lanka (Pvt.) Ltd, specialists in humanitarian disaster management technology along with Rackspace Hosting, brings to you Respere, the fully featured disaster management system, built on top of the Sahana platform catered towards a domain that requires utmost sensitivity to human needs in crisis.

Respere, inspired by the  cloud computing concept is provided as a service (Software as a Service, a.k.a SaaS) available on-demand over the Internet.

Respere bring to you the best of two worlds- Sahana, Disaster Management System and Software as a Service (SaaS). Respere is now not only rich in disaster management features but also provides all the advantages of being a software as a service making it the ideal all-in-one technology tool for disaster management catering to preparedness, response and recovery phases of disaster.
